The algorithmic capture of digital democracy

Nice, 15-17 april 2024

Keywords: democracy, e-democracy, digital democracy, ethics of artificial intelligence

The current implementation of digital democracy is being reorganized, energized but also made more complex by the insertion of artificial intelligence tools. However, thinking on the digitization of political life has done little to anticipate the action of algorithms, which are often invisible and liable to change the game. This contribution examines certain aspects of this transformation and considers the issues at stake. Algorithms can both contribute to the quality of digitalized public life and degrade it. We also propose to identify a process of “algorithmic capture of digital democracy” that puts public life at risk, by distorting certain important indicators and hijacking the meaning of political concepts.
